Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are issued from multiple capitals. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a ability enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm engaged a drone in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is impossible to compel Moscow to surrender the areas that it presently holds in Ukraine's south or east.
The challenge is that while recognising this factual reality, US leadership does little to discourage Russia, through statements or actions, from believing that the situation will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a only one week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
